ForgeAcademy delivers select FEMA Incident Command System (ICS) and Emergency Operations Center (EOC) courses through the Texas Division of Emergency Management (TDEM) as approved instructors.
These are official courses, taught using the approved curriculum, with course completion certificates issued through TDEM. This offering is designed for agencies and organizations that need reliable access to high-quality instruction – without depending on “in kind” assistance from other agencies with schedules that do not align with operational needs.

Private-sector organizations are often targeted by companies charging high prices for “ICS Courses” that are not FEMA or state-approved and do not result in recognized certificates. ForgeAcademy offers an alternative: lower-cost delivery with state-issued certificates when issued in compliance with TDEM rules.

ICS/G-300: Intermediate ICS for Expanding Incidents
For personnel who may assume supervisory or command roles during expanding incidents. Builds deeper understanding of ICS structure, leadership, and operational coordination.
Course Length
24 hour course – typically delivered over three days (8 hours per day).
2-day/Weekend delivery available for additional cost – ideal for accommodating volunteer and shift-work schedules.

ICS/G-400: Advanced ICS for Command and General Staff
For command and general staff. Focuses on complex incidents, multi-agency coordination, and advanced incident management concepts.

16 hour course – typically delivered over two days (8 hours per day).

ICS/G 300
G-2300: Intermediate Emergency Operations Center Functions
For staff who work in or with EOCs. Covers coordination, information management, and operational support functions during large-scale incidents.

24 hour course – typically delivered over three days (8 hours per day).

Explores how on-scene incident command and EOC operations interact, communicate, and support each other during complex incidents.

Delivery Model
These courses are delivered in person, at a location arranged by the host agency. Host agencies may close the course for only their invited staff, or may open the course to neighboring agencies and jurisdictions.
ForgeAcademy instructors strongly encourage host organizations to invite other agencies to real-world connections and coordination across jurisdictions and disciplines.
Certificates and course support
These courses provide state-issued certificates when delivered in accordance with TDEM rules. These rules allow the host agency to contract with us for instructor time, course management and coordination, and course materials and logistics. However, the cost of the course cannot be passed on to the students in the course, otherwise course certificates cannot be issued by the state.

Customized Course Activity Scenarios
Agencies may request discipline-, jurisdiction-, or mission-specific scenarios for in-course activities.
- Additional fee: $500
- Scenarios must be approved by the Texas Division of Emergency Management before being used during course delivery.
- If a requested scenario is not approved, the fee will not be billed and the course will be delivered using one of the existing FEMA-developed scenarios.
ForgeAcademy instructors have experience developing and securing approval for customized scenarios that reflect local risks and operational realities while ensuring alignment with course objectives.
Course Logistics
Course Materials
Base pricing includes:
- Course materials provided to students in electronic form (standard method for TDEM supported courses across Texas)
- Selected printouts and references printed at instructor discretion
Printed full-course materials may be requested by the host agency at additional cost, based on printing and logistics expenses.
Courses Outside the Greater Houston Area
Base pricing reflects courses delivered in the Greater Houston area. Courses outside this area are subject to reasonable travel expenses.
Facility Requirements
Host organizations provide a classroom that:
- Can be arranged into different table layouts
- Supports group exercises with groups of at least four students each
- Accommodates the maximum approved class size
- Includes basic projection and AV capability
Set-up guidance is provided during scheduling.
Courses outside of Texas
Course delivery with state-issued certificates is currently only available in Texas. Course requests in other states may be considered, but are dependent on coordination with – and approval from – the appropriate state emergency management agency.
